In a nutshell, users with different access privileges on data will be presented dynamically generated map views from a single XML application configuration file. Your geospatial data services can be tunelled through a proxy so that map layers and data queries are access controlled. The same is true for mapping tools which can also be filtered as a function of access privileges.
